Statewide Identification and Ranking of Signalized Intersections Needing Capacity Improvements

This research proposes a methodology by which to identify signalized intersections that cannot be improved by retiming and must instead be addressed with capacity improvement via capital investments. For these intersections, a ranking metric is developed to rank based on capital investment necessity.
